In March 2018, the Australian Defence Cooperation Program–Timor-Leste (DCP) requested Similie to develop a Personnel Management System (PMS) for the national defence force – Forca Falintil Defenca Timor-Leste (F- FDTL). Within this consultancy project, Similie designed, developed and deployed a cloud-based software platform to support the F-FDTL to perform key personnel management tasks, replacing ad-hoc paper-based processes.
The briefing required a PMS featuring core information and data to support F-FDTL’s needs to Raise, Train and Sustain all individual personnel and deployable forces. The PMS was set to manage:
- Personnel profiles (Raise): information and data for individual personnel, including: personal information; education and qualifications; uniform sizes and requirements; service, performance, honours and awards, and discipline records.
- Courses (Train): information about each internal or external and domestic or international course offered through the F-FDTL, including the training institutions details, the course accreditation, valid to dates, pre-requisite trainings or qualifications, and content.
- F-FDTL positions (Sustain/Force): the organisational structure of F-FDTL and each position required to make it ‘force ready’, position descriptions, status, history, pre-requisite skills, and location.
Once completed, the next stage for F-FDTL’s PMS will be managing Career Progression Streams, Pay Scales and Force Structure modelling, all essential elements to an effective military. The PMS uses a secure web-environment and will be integrated with F-FDTL’s Logistic Management System, creating a holistic, efficient and safe management system for Timor-Leste’s defence force. The digital transformation process is moving F-FDTL from slow, bureaucratic and ad hoc processes into a complete digital environment, aligned with any other modern personnel management system.
